How e-challans work
Under the Motor Vehicles (Amendment) Act 2019, fines are issued either physically by a traffic officer or automatically by an ANPR (automatic number-plate recognition) camera. Both end up in the central Parivahan e-challan database. Each state also has its own portal (Delhi Police, Mumbai Traffic Police, Bengaluru Traffic Police etc.). Paying late triggers a court summons and, after 90 days of non-payment, a court fine, blocked FC and possible RC suspension.
Worked example
A Bengaluru car owner runs a red light at Hebbal flyover on 4 Jun. The camera captures the plate and an SMS arrives at the linked Parivahan mobile within 48 hours: ₹1,000 fine (section 184). Looking up the e-challan portal with the registration number shows the violation photo, location, time and a UPI payment link. Paying within 60 days closes the case. Miss the window and the state-traffic-police portal shows the same challan promoted to a court referral with additional ₹500 court costs.
When to use this
- Before selling a used car or bike — the buyer's RTO transfer will reject pending challans
- Before renewing FC, insurance or driving licence — unpaid e-challans can block service
- If you got an SMS but the link looks suspicious — always cross-check on the official Parivahan portal
- After a long inter-state drive — speed cameras on NH-48, NH-44 etc. issue challans visible only on the central portal

FAQ
How do I pay an e-challan?
Direct payment via the Parivahan e-challan portal (echallan.parivahan.gov.in). State traffic portals also accept payment. UPI, debit/credit card and net banking all work. You get an e-receipt immediately.
What if I think the challan is wrong?
Most state portals have a "Dispute" or "Contest" option. You upload supporting evidence (location photo, time alibi etc.). Disputes are reviewed within 30-60 days; otherwise default to payment.
What happens if I ignore an e-challan?
Late payment fee accrues. After 90 days, the challan is escalated to court — you receive a summons. Unpaid challans block vehicle re-registration, fitness renewal and DL renewal.
