Why prices differ by city

OMCs (IOCL, BPCL, HPCL) set a base ex-refinery price that's nearly the same nationally. The gap between cities comes from state VAT (ranges 17–35%), state cess, dealer commission, and freight from the nearest depot. Mumbai and Bengaluru are typically ₹4–8/L pricier than Delhi because of higher state VAT. Andhra and Telangana sit at the top end; Goa, Sikkim and a few UTs at the bottom.

Worked example

A ₹100/L pump price in Delhi roughly breaks down as: ₹55 base + ₹20 central excise + ₹20 state VAT + ₹5 dealer + freight. Move the same litre to Mumbai and Maharashtra VAT (~26%) bumps it to ₹105–106. Diesel is taxed at lower rates, so its retail price runs 8–12% under petrol in most states.

Why does fuel cost differ across cities?

State VAT and dealer commissions vary. Mumbai/Bangalore have higher VAT than Delhi. Coastal cities also bear depot transport costs. The base petrol/diesel price is the same nationwide; taxes are state-specific.

Are these prices live?

No — these are sample / reference prices that update periodically. For exact daily rates, use IOCL's "Fuel Price" SMS service or any official OMC app.

Why was there no fuel price change for years?

Govt occasionally freezes price revisions during election cycles or geopolitical events. The last major freeze was 2022. Since then, prices have largely tracked international crude.
