What it is and who issues it

An income certificate is a state-government document attesting your family's annual income from all sources. It's issued by the tehsildar, SDM or revenue inspector based on a self-declared affidavit + supporting proofs. The income threshold differs by purpose — ₹8 lakh family income is the EWS reservation ceiling under 103rd Amendment; OBC creamy-layer is also ₹8 lakh; many state scholarships use ₹1–3 lakh.

Worked example — typical scholarship application

A Class XII student in UP applying for the National Means-cum-Merit Scholarship (₹12,000/yr) needs an income certificate showing family income below ₹3,50,000. Apply on edistrict.up.gov.in with PAN/Form 16 of parents, salary slips, ration card, Aadhaar and a ₹15 fee. Tehsil-level verification takes 15–30 days; certificate valid 6 months to 3 years depending on state.
