Driving licence in India — learner, permanent, renewal (2026 process)

The full driving licence journey: learner at 16 (gearless), 18 (geared), permanent after 30 days, renewal every 20 years. Costs, documents, and online steps.

Quick frame: India's driving licence is issued by the state Road Transport Office (RTO) under the Motor Vehicles Act 1988 (amended 2019). The process has three stages: Learner Licence (LL) → Permanent Driving Licence (DL) → Renewal. Most of it is now online via parivahan.gov.in, with one in-person test.

Stage 1 — Learner Licence (LL)

Eligibility:

  • 16 years for gearless 2-wheelers (≤ 50 cc)
  • 18 years for motorcycles with gear and LMV (cars)
  • 20 years for transport / commercial vehicles

Documents:

  • Aadhaar (PoI + PoA)
  • Age proof (birth certificate / 10th certificate / passport)
  • Form 1A (medical fitness, only if > 40 yrs / commercial)
  • 2 passport-size photos
  • Application Form 1 + Form 2

Process:

  1. Apply online at parivahan.gov.in → "Sarathi" portal
  2. Upload documents and pay fee (~₹150-200)
  3. Take online learner test (15 minutes, 10 MCQs on traffic signs and rules)
  4. Pass with 60%+ → LL issued same day, valid 6 months

Online learner test acceptable across most states post-2021. Some states still ask in-person at RTO.

Stage 2 — Permanent Driving Licence (DL)

Apply between Day 30 and Day 180 of LL issuance. Fee ₹200-400.

Process:

  1. Book slot online for driving test at RTO
  2. Bring vehicle (your own or driving school's)
  3. Test on RTO automated track (most metros) or with inspector (smaller RTOs)
  4. Pass → DL printed and dispatched (5-30 days)

Test typically includes:

  • 8-figure manoeuvre
  • Reverse parking
  • Hill start (in some states)
  • Hand signals knowledge

Fail → wait 7 days, retake.

Stage 3 — Renewal

DL valid till age 50 from issuance, then renew every 5-10 years. Effectively most adults renew once or twice in lifetime.

  • Apply 30 days before expiry (or up to 1 year after — late fee ₹300/year)
  • Form 9 + medical certificate (if > 40 yrs)
  • Online via parivahan.gov.in or in-person at RTO
  • Fee ₹400-500

In-person required for: first DL test, fresh DL after LL, change of name (often), commercial endorsement.

Common mistakes

  • Using LL after 6 months → fined; need fresh LL
  • Driving without DL on you → ₹5,000 fine (MV Act 2019)
  • Not endorsing helmet brand on RC during inspection — separate issue but RTO sometimes asks
  • Wrong RTO jurisdiction — apply in the RTO covering your residence (Aadhaar address)

International Driving Permit (IDP)

If you plan to drive abroad:

  • Apply at your RTO with valid DL + passport + visa + Form 4A + medical certificate
  • Fee ₹1,000
  • Issued in 1-2 weeks
  • Valid 1 year, accepted in 80+ countries (Vienna Convention)

USA, China, Japan, Singapore have separate rules — check before travel.

FAQ

Q: Can I drive with international DL in India? A: Yes for 1 year if your home country DL is in English (or you carry IDP). After 1 year, must convert to Indian DL (skipping LL test usually allowed).

Q: Smart card vs paper DL? A: All states have moved to chip-based smart card DL post-2018. Old paper DLs are still valid but should be replaced for IDP issuance.

Q: Lost DL — quick replacement? A: File FIR / online complaint, apply for duplicate via parivahan with Form LLD + ₹200 fee. Issued in 7-14 days.
