Income certificate in India — documents, fee, processing time, state portals

Income certificates are required for scholarships, EWS reservations, government scheme eligibility. Here is the complete process, state-wise.

Quick frame: An income certificate is an official document issued by your state's revenue/tehsildar office, stating the annual income of your family. It is required for: EWS reservation (10% in central jobs and IIT/NIT seats), scholarships (state and Centre), ration card applications, government scheme enrolment, and concessional loans.

What documents you need

Standard list (varies slightly by state):

  1. Application form (download from state portal or get at tehsil office)
  2. Aadhaar card (applicant)
  3. Ration card or domicile proof
  4. Salary slips (last 3-6 months) OR
  5. Form 16 / ITR / Form 26AS (for previous year)
  6. For self-employed: business registration, GST returns, bank statements
  7. For agricultural income: 7/12 extract, Patta
  8. Affidavit on ₹10-50 stamp paper (declaration of income)
  9. Two passport-size photos
  10. Court fee stamps (₹2-30)

Validity

Most states issue certificates valid for 6 months to 1 year. EWS-specific certificates often have to be renewed annually. Some certificates state "valid for current financial year only."

Online vs offline

Online via state portals is faster and trackable. Offline via tehsildar/Mee-Seva centres works for those without digital comfort. Both produce the same legal document.

Common rejection reasons

  • Income on certificate must include all earning family members under one roof
  • Affidavit not properly notarised
  • Self-employed without GST/ITR proof gets scrutinised harder
  • Ration card name vs Aadhaar name mismatch

Q: What is the EWS income limit? A: Family income (across all earning members) less than ₹8 lakh/year. Plus asset limits: agricultural land < 5 acres, residential flat < 1,000 sqft urban / 100/200 sqyd notified municipal.

Q: Is income certificate same as caste certificate? A: No. Income certificate states income; caste certificate states SC/ST/OBC/EWS category. EWS reservation requires both an EWS-specific income+asset certificate.

Q: Can income certificate be used outside the issuing state? A: Generally yes for central government schemes (UPSC, IIT). For state-specific reservations / scholarships, the local state's certificate is required.
